Abstract:This work resolves one of the issues, which cannot be fully accomplished by blind people. Some TV shows cannot be completely understood by blind people, because much relevant information is in written form in the information bar (mostly at the bottom or at the top of the screen). In the case of sports programs, until the commentator says “it is the 18th minute of the match” or “it is 6:0 for New Jersey”, a blind person will not aware of the situation. Two different algorithms for TV screen detection, heuristic function for deciding which part of the screen is relevant and two OCR (Optical character recognition) methods are described in this work. Because text on TV does not frequently change, and can be in moving by translation, the intelligent text accumulation method with auto correction is also described and implemented in this work. Success of algorithms has been measured on 11 videos, with a sum of 20 minutes with over 1500 annotated words. For the purpose of this work, discussions were made with Tereza (Centre for Support of Visual Impaired Students at Universities, Department of Mathematics FNSPE CTU in Prague) and this work is just one of the many ways technology can help them. This work is divided into following major sections. „Background Overview“ where basic algorithms and datastructures used in this work are described. The section „Theory and Implementation“ describes the implementation details about how algorithms and datastructures are used. The final chapter „Experiments and Results“ contains results of the algorithm tests.
